DESCRIPTION: The Finance Department is responsible for performing functions that are specific and broad in scope in conducting financial affairs of the Health Department in a manner required by North Carolina law and in accordance with generally accepted practical, efficient and prudent accounting principles.

Environmental Health Specialist

DESCRIPTION: The primary purpose of this position is to enforce State Laws and Rules in relation to on-site sewage disposal for residences, places of business, and places of public assembly, including industrial process waste water. Locate proposed individual water supplies when needed in order to assure proper separation from ground absorption systems and compliance with State rules where applicable. To enforce State Laws and Rules related to the Public Swimming Pool Program and the Lead Investigation and Abatement Program. To enforce State Laws and Rules related to inspections and/or permitting of Food, Lodging, and Institutional programs which consist of; restaurants, food stands, drink stands, meat markets, schools, school lunchrooms, rest homes, nursing homes, hospitals, local confinement facilities, adult day care facilities, motels, bed and breakfast homes, elderly nutrition sites, mental health centers foster homes, child day care centers, push carts, mobile food units, temporary food and drink stands, summer camps and limited food service facilities. Developing, presenting, and coordinating educational programs for the public dealing with food, lodging, and institutional aspects. This position will also investigate complaints concerning foodborne outbreak and communicable diseases.

KNOWLEDGE, SKILLS & ABILITIES:Working knowledge of environmental health laws, rules, and procedures, as well as a complete understanding of the concepts of public health law; Practical knowledge of microbiology, biology, chemistry, food science, epidemiology, soil science, entomology, and basic engineering technology as applied to environmental health practices; General knowledge of community resources; Working knowledge of the responsibilities of other agencies involved in environmental health work; Working knowledge of the interrelationship between socio-economic factors and environmental health concerns; Working knowledge of the design of on-site waste water treatment systems, food sanitation, food borne diseases, communicable diseases, vector control, protection of water supplies, solid waste management, and institutional sanitation; Working knowledge of inspection methods and investigation techniques as applied in environmental health; Ability to analyze and comprehend a wide variety of technical and administrative regulations, records, and reports; Ability to exercise sound judgement and deal tactfully with a wide range of public contracts while enforcing public health laws and regulations; Ability to motivate and educate business and property owners and the consuming public in matters related to protecting and promoting public health; Ability to present formal environmental health training programs; Ability to develop and express ideas and opinions concisely, comprehensively, and clearly in oral and written from; Ability to independently plan and schedule work activities; Ability to apply environmental health knowledge and techniques in the investigation of environmental health problems.

MINIMUM EDUCATION AND EXPERIENCE:Graduation from a four-year college or university with 30 semester of course work in the physical or biological sciences and two years of exposure in environmental health; or a four-year or Master's degree in environmental health from a program which is accredited by the National Accreditation Council for Environmental Health Curricula of the National Environmental Health Association and one year of experience in environmental health.

Nutritionist II

DESCRIPTION: The Nutrition Unit provides direct and consultative services to residents, public/private health agencies community-based nutrition programs in Martin, Tyrrell, Washington, and adjoining counties. The Nutrition Unit implements the Special Supplemental Nutrition Program for pregnant, lactating women, infants, and children up to age five as an adjunct to health care.

The primary purpose of this position is to direct the operation of the Special Supplemental Nutrition Program, WIC, in the tri-county district, including training and supervising the two clerks and one nutritionist in the program. To provide direct nutrition service to health agency programs and community programs with a nutrition component in the tri-county district.

KNOWLEDGE, SKILLS & ABILITIES:Specialized knowledge and skill in comprehensive nutrition assessment and care planning, including problem diagnosis, counseling, and evaluation of clients from diverse backgrounds, ages, and with multiple and complex health and therapeutic nutritional needs. Knowledge of human behavior and techniques for effecting behavior change with considerable skill in counseling. Broad knowledge in health care ethics, documentation in the medical record, and quality assurance. Knowledge in organization of community health and nutrition resources. Sophisticated knowledge of current scientific information regarding nutrition, diet, and health and the ability to relate this information to clients, professionals, and the general public. Skill in conducting a nutrition education or community needs assessment. Fundamental knowledge of current principles and practices of public health, and program coordination. Ability to interpret policy and protocols into operational procedures and work priorities. Skill in organizing and coordinating the work of others. Full range of skill in presenting ideas orally and in writing in a clear, concise manner.

MINIMUM EDUCATION AND EXPERIENCE:Registered Dietitian with the Commission on Dietetics Registration; or Master's degree in Dietetics, Public Health Nutrition, or Nutrition; or graduation from a Commission on Accreditation for Dietetics Education- approved Didactic Program in Dietetics and two years nutrition experience; or Dietetic Technician, Registered with the Commission on Dietetics Registration with a Bachelor's degree in any subject area from an accredited four-year college or university and two years nutrition experience; or a Bachelor's of Science degree in Dietetics, Public Health Nutrition or Community Nutrition from an accredited four-year college or university and two years nutrition experience.
