SALARY RANGE:  $32,992.92 – 64,633.32

DESCRIPTION: 

This position is assigned to the Finance Department of the District Health Department, which is responsible for managing a wide range of financial functions in accordance with North Carolina Law.  The Finance Department ensures that all financial affairs are conducted in a manner consistent with generally accepted accounting principles , emphasizing practicality, efficiency and fiscal responsibility. The primary purpose of the employee in this position is to process Accounts Payables checks on a computer system, keep invoices paid timely, and investigate discrepancies. This position works closely with the finance officer to ensure that payables are coded to the correct budget line items. This position also involves inventory control (asset reporting), vehicle tracking, and working with external auditors. This position will adhere to accounting policies and District Health Department guidelines for processing payables. This position is responsible for the supervision of the two housekeeping employees. This position is responsible for sending work orders to the Counties for maintenance issues and following up on these issues. This position is responsible for overseeing MTW fleets, ensuring that all oil changes, maintenance, and taxes/registrations are completed in a timely manner.This position will keep track of the vehicle log for each county and provide a new sheet for the vehicles at the beginning of each month.

Knowledge, Skills, and Abilities:

Working knowledge of accounting methods, procedures, and accounting practices. Knowledge of accounting and other software (e.g., ERP, Excel, Word, Access). Knowledge of basic mathematical computations. Ability to understand, interpret, and apply the laws and regulations pertaining to financial records. Ability to use postage, calculating, or adding machines to record financial data or make computations. Ability to prepare standard financial statements and reports. Ability to identify and correct routine and recurring financial problems, referring more complex issues to a higher level. Ability to present financial information clearly and concisely in oral and written form. Ability to verify accounting documents and forms for accuracy and completeness. 

MINIMUM EDUCATION AND EXPERIENCE: 

An associate degree in accounting from an appropriately accredited institution with one year of accounting experience, a high school diploma or general educational development (GED) diploma, and three years of experience in accounting work or an equivalent combination of education and experience.
