This position is assigned to the Finance Department for the District Health Department. The Finance Department is responsible for performing specific and broad functions in conducting financial affairs in a manner required by North Carolina law and in accordance with generally accepted practice efficient and prudent accounting principles. This position assumes the responsibility of maintaining the district health department’s payroll, including initiating the payroll, checking timesheets, annual time, and sick time, and accurately monitoring and checking results before payroll is entered. This position is also responsible for the accurate and timely completion of payroll. This position is also responsible for monitoring and generating the steps necessary to provide the withholding tax payment to Federal and State agencies, processing biweekly and monthly payroll deduction bills, time distribution, and payroll monthly, quarterly, and yearly reports, including W2 forms for employees. This position checks and verifies vehicle logs and workshop forms as needed and enters travel sheets into the computer to be paid with payroll. This position is responsible for maintaining extreme accuracy and attention to detail. Along with the payroll duties, this position will be responsible for other duties within the finance department, such as but not limited to entering journal entries/deposits within the financial system and fixed assets.
Knowledge, Skills, and Abilities: Extensive knowledge of payroll and its processes. General knowledge of applying established bookkeeping and accounting principles and techniques to standard accounting transactions. General knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures. General knowledge of office methods and procedures. Ability to plan, organize, and review the work of subordinate clerical personnel. Ability to maintain effective working relationships with the public and other government employees. Ability to present information clearly and concisely in oral and written form. Ability to interpret and apply laws, regulations, and policies to maintain financial records.
Minimum Experience and Education: Graduation from a high school, including or supplemented by basic courses in bookkeeping or accounting and three years’ experience in bookkeeping or accounting clerical work in an accounting office, or an equivalent combination of education and experience. (Completion of a one or two-year business course in an accredited community college or business school, including or supplemented by basic courses in bookkeeping or accounting may be substituted for two and three years of the required experience respectively.) Extensive knowledge of payroll and its processes is required.
