SALARY RANGE: Hiring Range  $40,474 – $ 48,712

DESCRIPTION: This position will serve as a key resource to the Agency Director and supervisory staff in the areas such as position management, organizational structure, and position design.  The employee will be responsible for the oversight and coordinating with supervisors and program managers to develop and maintain accurate, up-to-date position descriptions for all agency positions. This includes managing the establishment, reallocation and abolishment process for positions and handling all negotiations with representatives of the Office of State Human Resources.  

The employee will ensure compliance with the requirements of the Americans with Disabilities Act and will provide ongoing education and consultation regarding the essential functions of positions.

In addition, this position will oversee and administer the agency’s recruitment and selections policies and procedures. This includes managing job posting, coordinating applicant flow, reviewing applications for qualifications; and serving as a technical resource to supervisors in developing job specific structured interviews. The employee will also oversee the reference-checking process, pre-employment screenings, credential verification, and ensure compliance with all equal opportunity laws and regulations.  The employee will provide technical guidance on compliance with federal laws to include Family and Medical Leave Act, Americans with Disabilities Act, Fair Labor Standards Act, as well as all Martin-Tyrrell-Washington Health District’s Personnel Policies.

Additionally, the employee will be responsible for managing recruitment challenges, conducting exit interviews, and generating reports to analyze turnover data. The employee will maintain all personnel records. This position will also manage the implementation of the agency’s performance evaluation system and serve as a back up to Payroll.

KNOWLEDGE, SKILLS, and ABILITIES:Position requires ability to communicate effectively, both in writing and verbally, excellent judgment, knowledge of public health rules and regulations in addition to a multitude of personnel rules and regulations, ability to prioritize, keep organized and to meet stressful deadlines, ability to represent the agency with complete professionalism and ability to exercise judgment and discretion in application and interruption of policies and procedures.  Ability to analyze, interpret, recommend and implement policy and procedural guidelines.  This position requires the ability to perform accounting related functions, good mathematical skills, and ability to compile reporting data. 

MINIMUM EDUCATION AND EXPERIENCE: Completion of high school or equivalent and four years of progressively responsible secretarial or clerical/administrative/office management experience; or completion of a two-year secretarial science or business administration program and two years of progressively responsible secretarial or clerical/administrative, office management experience; or completion of a four-year program in a college or university preferably with major emphasis on coursework in business administration, public administration, or other related field; or an equivalent combination of training and experience.
